Quick Answer
For a one-truck owner-operator in 2026, the fixed government fees are small: $300 per FMCSA authority type, $55 for 2027 UCR at 0-2 vehicles, and $100 to $550 a year in Form 2290 tax per heavy truck, plus state IRP and IFTA fees. The truck, insurance and three months of operating cash make up most of the total, and only your own quotes can price those.
Key Takeaways
- FMCSA charges $300 for each type of operating authority you apply for, and the fee isn't refunded once your application is accepted (49 CFR 360.3).
- The 2027 UCR fees took effect October 1, 2026: $55 for 0-2 vehicles, $167 for 3-5 and $333 for 6-20.
- Form 2290 heavy vehicle use tax runs from $100 to $550 per truck for the July 2026 to June 2027 period, prorated by the month the truck is first used.
- IRP plate fees depend on weight and the miles you run in each state, so there is no national number. IFTA license fees range from $0 in Texas to $10 plus $2 per decal set in California.
- FMCSA charges $0 to file a BOC-3. The process agent sets its own price.
- Insurance, the truck and your cash reserve are the biggest lines, and none of them has a fixed price.
“Starting a one-truck trucking company in 2026 means $300 per FMCSA authority type, $55 for 2027 UCR at 0-2 vehicles, $100 to $550 a year in Form 2290 tax per heavy truck, and state IRP and IFTA fees. The truck, insurance and three months of operating cash decide the real total.”
What are the government fees to start a trucking company?
This page covers what each step costs. For the order of the steps themselves, read our how to start a trucking company guide first.
Here are the official fees as of October 2026, each from the agency that charges it.
Item | Official fee | Who sets it |
|---|---|---|
Operating authority (MC) | $300 per authority type, non-refundable | FMCSA, 49 CFR 360.3 |
BOC-3 designation of process agent | $0 FMCSA fee; the agent charges its own price | FMCSA, 49 CFR 360.3(f)(7) |
UCR, 2027 registration year | $55 (0-2 vehicles), $167 (3-5), $333 (6-20) | |
Form 2290 (HVUT) | $100 to $550 per truck per year, prorated | IRS |
IRP apportioned plates | Calculated from weight and miles per state | Your base state |
IFTA license and decals | $0 in Texas; $10 license plus $2 per decal set in California | Your base state |
Clearinghouse queries | $1.25 per query | FMCSA Clearinghouse |
EIN | Free | IRS |
Two notes on UCR. You register for each year you operate, and Virginia DMV's UCR FAQ says any carrier with an active USDOT number for any part of a registration year owes that year's fee. If your authority goes active before January 1, 2027, ask about the 2026 year too; its fee was $46 for 0-2 vehicles.
The authority fee applies per type. A carrier that also wants broker authority pays a second $300.
How much is Form 2290 for a new truck?
Form 2290 applies to trucks with a taxable gross weight of 55,000 pounds or more. The full-year tax is $100 at 55,000 pounds and tops out at $550 for trucks over 75,000 pounds, per the IRS Form 2290 instructions.
If the truck's first use falls after July, you pay only for the months left in the period. For example, an 80,000-pound tractor first used on the highway in November 2026 owes $366.67 under the IRS partial-period table, and the return is due December 31, 2026. The same truck first used in December owes $320.83, due February 1, 2027.
You need an EIN to file, not a Social Security number. Keep the stamped Schedule 1. The IRS says it's your proof of payment when you register the truck in any state.
How much do IRP plates and an IFTA license cost?
IRP varies the most from carrier to carrier. Each state where you run charges a share of its full-year fee based on the share of your miles driven there.
The District of Columbia DMV publishes a simplified IRP example: an 80,000-pound for-hire truck with miles split evenly between DC, Delaware, Maryland and Virginia pays $1,580.75. DC says actual fees can only be determined after it processes a completed application, and its example is for renewals. Ask your base state how it calculates a first-year registration and get a quote before you budget.
IFTA itself is cheap to join; the fuel tax you report quarterly is the real cost.
- Texas: the Comptroller's IFTA guidebook says there are no fees for IFTA registration, licenses or decals.
- California: CDTFA charges a $10 annual license fee and $2 per set of decals.
California's CDTFA says returns are due the last day of the month after each quarter. If you start in the fourth quarter of 2026, your first return lands at the end of January 2027. Your ELD's IFTA mileage report gives you the state-by-state miles for that return.
Which startup costs depend on your quotes?
These items have no official price. Get written quotes and put them in the budget table below.
- Truck and trailer. Purchase, lease or financing. The down payment and the first payments come before your first settlement.
- Insurance. FMCSA's minimum for non-hazardous freight in a vehicle of 10,001 pounds or more is $750,000 in liability coverage (49 CFR 387.303). Brokers often ask for more, plus cargo coverage. Our new-authority insurance guide covers what drives the quote.
- BOC-3 process agent. FMCSA charges nothing to file, but blanket agents set their own fees. FMCSA's process agents page listed 75 registered blanket companies as of October 2026.
- Drug and alcohol consortium. If your truck requires a CDL, you need a random pool and a negative pre-employment test. Prices vary by provider; our consortium guide lists what to compare.
- Business formation. Your state sets the LLC or corporation filing fee.
- Annual inspection and DOT physical. Shop or clinic prices.
- ELD. Required from your first day on duty unless an exception applies.
What does a startup budget for a one-truck company look like?
Copy this table. Government fees are filled in for one truck, 0-2 vehicles on UCR. Everything marked "your quote" depends on your truck, state and lanes.
Line item | Amount | Paid when |
|---|---|---|
FMCSA authority (one type) | $300 | At application |
UCR 2027 (0-2 vehicles) | $55 | Before January 1, 2027 |
Form 2290, 80,000 lb, first used Nov 2026 | $366.67 | By December 31, 2026 |
IFTA license and decals | $0 (TX) or $12 (CA) | Before crossing state lines |
Clearinghouse pre-employment query | $1.25 | Before first load |
EIN | $0 | Before Form 2290 |
IRP apportioned plates | Your state's quote | Before crossing state lines |
Business formation | Your state's fee | Before applying |
Truck down payment or lease deposit | Your quote | Before insurance binds |
Insurance down payment | Your quote | Before authority goes active |
BOC-3 process agent | Your quote | Right after application |
Drug consortium and pre-employment test | Your quote | Before first load |
Annual inspection and DOT physical | Your quote | Before first load |
ELD hardware and first month | See ELD section | Before first load |
Operating cash for 90 days | Your number | In the bank on day one |
Add your quotes, then add the 90-day cash from the next section. That sum is your real startup cost.
How much cash do you need for the first 90 days?
Freight pays after delivery, and your bills don't wait. Plan to carry three months of costs from savings. Before you book, ask each broker for its payment terms.
- Three months of truck payments or lease payments.
- Insurance installments for months two and three, after the down payment.
- Fuel for every load until the first payments clear.
- Tolls, scale tickets and parking.
- A maintenance and tire reserve. Our cost per mile guide shows how to set one.
- Form 2290 on its due date, and any IRP balance.
- The first IFTA quarterly return and the fuel tax it shows.
- Random drug test fees when your consortium selects you.
- ELD service for each month.
- Your own living costs, because a business that can't pay its owner stalls.
The first 90 days checklist covers the records a safety auditor will ask for in that same window.
How much does an ELD add to startup costs?
Lucid ELD's listed price as of October 2026 is $60 per truck per month on the monthly Standard plan, cancel anytime, with the ELD hardware at $149. On the 12-month Standard plan it's $50 per truck per month, and the hardware is free and yours to keep. The pricing page also advertises a free month on annual plans.
Over a full first year, that's $869 on the monthly plan ($149 plus 12 months at $60) or $600 on the 12-month plan before the free month. The monthly plan costs more but leaves you free to stop.
Lucid's monthly plans also include Idle Day Cashback. If the truck sits, you disconnect the ELD device, then reactivate it with the trailer number and driver credentials when you roll again, and those days are credited on your next monthly bill. Reconnect before the truck moves, and keep your logs accurate for the parked days.
The Standard plan includes automatic HOS, IFTA mileage reporting, DVIRs, GPS tracking and a driver app with one-tap DOT inspection mode. Hardware ships in 2-4 business days. Compare plans on the Lucid ELD pricing page before your authority goes active.

FAQ
How much does it cost to start a trucking company with one truck?
The fixed government fees for one truck are a few hundred dollars plus IRP plates: $300 for authority, $55 for 2027 UCR and up to $550 for Form 2290. The truck, insurance and 90 days of operating cash decide the real total, so get quotes before you apply.
Is the $300 FMCSA fee refundable?
No. Under 49 CFR 360.3, FMCSA doesn't refund a filing fee once your application is accepted, even if it's dismissed or withdrawn. Choose only the authority types you need.
Does it cost money to file a BOC-3?
FMCSA charges $0 to file the designation of process agent. The process agent you hire charges its own fee, so compare a few.
Do I pay Form 2290 for a full year if I start in the middle of the year?
No. The IRS prorates the tax by the month of first use. An 80,000-pound truck first used in November 2026 owes $366.67 instead of $550.
Do owner-operators pay UCR every year?
Yes. UCR is an annual registration, and the 2027 fee is $55 for 0-2 vehicles. Register before January 1, 2027.
