Monthly plans bill per month, cancel anytime, and the hardware stays rental. Buy outright at $149 for the ELD or $399 for the camera bundle if you want to own it. 12-month plans bill the same per month but commit you to 12 months. In exchange, the hardware is free during the term and yours to keep at the end. The camera rate is $20 less per truck (from $70 to $50) and $10 less on ELD-only ($60 vs $50).
